The Consultative Implementation and Monitoring Council (CIMC)

CIMC is an independent organisation that brings together civil society the private sector (through BCPNG representation) and Government partners.

CIMC develops policy and directly influences and monitors government decision-making for the long-term development of PNG.

They are now untertaking to doing workshops around the region. We will keep you posted on the talks that come out of these workshops

BCPNG has representation on several CIMC Committees:

Law and Order Sectoral Committee
Chaired by Mr. Ron Barton (BCPNG)

This Committee has been working several key projects, some of which are up and running while others are works in progress:

  • Establishment of the National Anti-Corruption Alliance (NACA), within the Fraud Squad office. Successfully sought K1.8mil for 2006 Development Budget for this set-up. The NACA is collaborating with 8 anti-corruption agencies, assisting them to better work as a team in detecting and investigating alleged corruption cases, and securing timely prosecutions.
  • Preparing and lobbying for the 2005 passage of the Proceeds of Crime Legislation through Parliament. This addresses international money laundering, people smuggling, etc.
  • Helping NCDC to initiate the Yumi Lukautim Mosbi Projek - this is an effort to address many of the issues which contribute to making Port Moresby an unsafe city to live in.
  • Security Industry (Protection) Act 2004 - drafting and passage. We are now addressing the implementation issues.

MINUTES FROM THE CIMC LAW AND ORDER SECTORAL COMMITTEE ARE DETAILED BELOW:

Family and Sexual Violence Action Committee
Chaired by Prof. Lawrence Kalinoe

This Committee is currently setting up Family Support Centres throughout provincial hospitals. The Centres will provide support and assistance for victims of violence and ensure they have access to legal, counselling and other services.

Commerce and Services Committee
Chaired by Mr. Henry Kila (BCPNG)

This Committee has been lobbying for the introduction of the "long term residency visa", recently endorsed by Government.

It continues to refine and improve the service delivery aspects of the “one-stop-shop” arrangement between several Government Departments, all located at the same premises:

  • Dept. of Trade and Industry
  • Foreign Affairs (Immigration)
  • Labour and Employment (Work Permit)
  • IPA

MINUTES FROM THE CIMC COMMERCE AND SECTORAL COMMITTEE ARE DETAILED BELOW:

Informal Sector Committee
Chaired by Ms. Priscilla Kare

This Committee is currently preparing and lobbying for Parliament's passage of the Informal Sector Development and Control Act.

Although the project is still experiencing implementation issues, there are key messages being delivered to raise awareness of the importance of the informal sector.

The informal sector complements the formal sector through increased opportunities for people (mothers especially) to earn extra income and generally contribute towards reducing socio-economic problems in our cities and country.

Transport and Infrastructure Sectoral Committee

Chaired by Mr. Joe Tauvasa

Established the National Roads Authority (NRA), this Committee has an office in Lae. The NRA Board is made up of 7 private sector representatives and 4 Government representatives.

The Committee’s object is to ensure:

  • maintenance funds are raised and managed through the private sector
  • work takes place immediately on roads when pot holes, land slips or wear and tear occur.

Agriculture Sectoral Committee
Chaired by Mr. Bill Lawrence

This Committee is currently lobbying for Government to ensure the full implementation of the "7 Green Revolution Incentives", introduced in 2006.

Health Sectoral Committee
Chaired by Dr. Nicholas Mann

This Committee is currently lobbying for re-centralisation of all church health services grants.
